Sieve the flour and mixed spice together and rub in the butter. Make a well in the centre and add the sugar, yeast and lemon zest.
Beat the eggs and milk together and mix all the ingredients together to form a soft pliable dough.
Turn out onto a lightly floured surface and lightly mix in the fruit until all combined with the dough. Knead lightly until it becomes smooth and elastic.
Grease a large warmed bowl and place the dough in it to prove for around 1 hour (cover with a clean cloth). When proved turn out and knock back. Repeat the proving process for a further 30 minutes.
Turn out and divide into equal amounts in order to form buns. Shape each piece into ball shapes and place on a parchment paper covered tray. Cover the tray with a clean cloth and prove again for around 30-35 minutes.
When the buns have risen bake in the preheated oven for 8-10 minutes or until golden in colour. Remove from the oven and allow to cool.
The buns can either be glazed with mix of syrup and water or iced before serving. If made in advance keep in an air tight container until served.
