Mix the flour, rolled oats, baking powder, butter or margarine and sugar together until the mixture resembles crumbs. Add the chocolate drops and syrup, and continue mixing until the ingredients come together as a stiff dough.
Turn the mixture out on to a floured surface. Form into a roll approximately 9cm (3 1/2in) in diameter and slice into eight. (Dinner ladies, divide up the mixture into manageable portions first.)
Place the cookies on to a greased tray, and bake in the preheated oven for 20–30 minutes until pale brown.
